Radioactive source found in man's luggage triggers panic at Xiamen port

A large crowd of passengers was ordered to leave Xiamen Wutong Port as a radioactive source was inspected in a passenger’s luggage, according to Xiamen Inspection and Quarantine Bureau.
 
After the radioelement monitor rang, the officials of Xiamen Inspection and Quarantine Bureau immediately evacuated the people in the port and created a temporary quarantine area.
 
The radioactive source was soon found in the luggage of a man who wanted to take the Wuyuan Ship to leave Xiamen. The radioactive articles were six special dice which contained radioelement Am-241. According to Xiamen Inspection and Quarantine Bureau, radioactive intensity of the six dices was 150 times higher than standard.
 
The man, surnamed Deng, said these dices, with remote control equipment, were used to cheat in gambling games.
 
At present, the dice had been sealed up and sent to the Fujian provincial environmental protection department.

The person dont understand the risk that he is endangering himself and the people around him. Obviously he will be charged for carrying health hazard materials without proper packaging and approval from authority.
