According to the Xiamen Urban Rail Transit Construction Office, the Xiamen Rail Transit program is projected to begin next year, with preliminary consideration of building an underground rail on Xiamen Island and overground rail outside Xiamen Island. To speed up the integrated development of Xiamen Island and mainland districts, the Xiamen government has launched a series of projects to achieve the goal. Listed as a key target, the Xiamen Rail Transit program is expected to be finished within the next five years. This will not only change the future city structure of Xiamen, but also accelerate further economic and social development of the city.

As to the question whether the BRT can be upgraded to Urban Rail Transit, the supervisor in charge told the reporter that upgrading projects were taken into consideration at the beginning stage of planning and construction. Therefore, for them, to connect the BRT with Urban Rail Transit, optimum time and minimum costs are the prior concerns.
