Xiamen to issue measures to control unruly dog walking

Starting from October 1st this year, stricter punishments will be implemented to curb unruly dog walking behavior across the city.

According to Dog-raising Management Rules of the Xiamen Special Economic Zone, each family with a single-family residence certificate can raise at most one dog, and dog owners must register their dogs.

Dog owners must leash their dogs when in public, and dogs are not allowed to enter the following places in Xiamen

> Public transport vehicles
> Government offices, schools and children’s playgrounds
> Museums, libraries, gyms, exhibition halls, theaters, amusement parks and other public entertainment venues (excluding places for dog shows and exhibitions)
> Hospitals, terminals for ships and planes, shopping stores, markets, restaurants and hotels

Punishments:
> Owners who take their dogs to the aforementioned prohibited places will face fines of up to RMB 2,000. Those with severe violations will have their dog registration certificates revoked and their dogs taken away.
> Dog owners will face fines ranging from RMB 2,000 to 5,000 and have their dogs taken away if they don’t get their dogs registered or immunized in a timely manner.
> Owners of forbidden dogs (28 species of dogs are forbidden in Xiamen) will face fines ranging from RMB 5,000 to 10,000 and have their dogs taken away.
