Xiamen is preparing to make a basic master plan for the city by the end of 2035. The master plan will focus on the following targets:

> Improving Xiamen's strategic position on the national level, aiming for the city to become a National Central City
> Aiming to be a model international level livable city
> Aiming to be a model city for the "Five Developments" (development in creativity, harmoniousness, greenness, openness, and sharing) and the "Chinese Dream"
> Core mechanism: People-centered

The concept of the "National Central City"/国家中心城市 was proposed by the Ministry of Housing and Urban-Rural Development of the People's Republic of China in 2005 as a first step in reforming urbanization in China. The National Central Cities are described as a group of cities in charge of leading, developing, and performing tasks in the realms of politics, economics, and culture.

Currently, China has eight National Central Cities, including Beijing, Shanghai, Guangzhou, Chongqing, Chengdu, Wuhan, and Zhengzhou.
