China has announced new standards for electric bikes next year which say an electric bike heavier than 55 kilograms and capable of speeds of more than 25 kilometers per hour will be considered motor vehicles and subject to the relevant laws and regulations.
The new standards, known as the Electric Bike Security Technology Regulations, are expected to be put into effect on April 15th, 2019. That means owners of large and fast electric bikes will be required to get licenses and insurance.
Any unqualified electric bike drivers will be prohibited from hitting the road, and violators will be fined RMB 2,000.
The announcement was released by the Ministry of Industry and Information Technology of the People's Republic of China in May this year.
The new rules divide electric vehicles with two wheels into the following categories:
